Walters: It takes a nation to fix a government

“It takes a nation to fix a government.”  This is because the government cannot fundamentally fix itself from the top-down.  The government is too bound up in bureaucratic, Congressional and outsider special interests to act on the public interest in national security transformation without public pressure or catastrophe.  I’d certainly prefer the former as the catalyst for change.
