Tang: Keep up the momentum

The world is changing quickly and our national security system is ill-prepared to deal with it. Some members are listening. The Skelton-Davis bill is an example of Congress paying attention. They know there is a need. Our latest work on human capital provides a path that Congress can follor. Voices from the departments and agencies and military are calling for transformation. If we keep up the momentum, we can bring change.
